Wyndham councillors will vote on 28 April 2026 on a push led by Cr Josh Gilligan to unlock up to $50 million in developer contributions for the Tarneit Indoor Recreation Facility.
Push to Utilise Developer Funds
Wyndham councillors will be asked to back a push to unlock up to $50 million in unspent developer contributions to help fund the proposed Tarneit Indoor Recreation Facility.
The motion, set to be moved at the 28 April 2026 council meeting, calls on council to formally advocate for a joint partnership with the Victorian Government to release funds from the Tarneit North Developer Contributions Plan.
Detailed designs for the facility are already funded and on track for completion in 2026.
If successful, the funding would go towards stage one of the project, which is expected to be built on Derrimut Road near the future Tarneit Major Town Centre.
Plans for the site include four indoor multi-use courts, community program rooms, a café, office space and parking.

The total project is projected to cost around $60 million, with the motion outlining a pathway to deliver the full build through a mix of developer contributions and borrowings.
Josh Gilligan said, “There is an estimated $50 million dollars in unspent developer contributions from the Tarneit North DCP that can be accessed under a state-Wyndham partnership to build the Tarneit Indoor Recreation Facility.”
The motion also seeks to authorise the CEO and mayor to formally write to the Minister for Planning and local state MPs to begin negotiations.
Cr Gilligan said, “All it takes is for a pen stroke from the relevant Minister to let us access it.”
Councillors will vote on whether to formally back the advocacy push and progress discussions with the state government.
