Majority of Councillors Reject Plan

Wyndham councillors have rejected a proposal linked to the Sanctuary Lakes Golf Course that would have opened the door to future development on part of the Point Cook site.

The application sought approval for a carriageway easement across a council-owned tree reserve on Sanctuary Lakes North Boulevard, creating vehicle access between the road network and golf course land.

Councillors supported officers’ recommendations and refused the proposal, with Cr Mia Shaw voting against the recommendation.

The decision marks another setback for efforts to redevelop portions of the golf course. The easement was intended to provide legal access to land that has been the subject of previous subdivision proposals, with opponents arguing it would facilitate the gradual fragmentation of the course.

The proposal attracted 92 objections from residents, with concerns raised about the loss of open space, tree canopy, traffic impacts and the use of public land to benefit future private development.

It is not the first time similar plans have been knocked back. Comparable subdivision and access proposals involving golf course land were refused by Wyndham City Council in 2022 and again earlier this year.

Council and interests associated with the Sanctuary Lakes Golf Course are currently before VCAT over several proposals that would alter the fabric of the golf course and surrounding area, with hearings scheduled later this year.

Officers concluded the easement should not be supported because it relied on council-owned land, lacked council consent and raised unresolved planning and traffic concerns.
