Is the Suburban Rail Loop Worth It?

Jacinta SRL

In short:

As the Suburban Rail Loop’s price tag climbs, many in Melbourne’s outer west are asking whether the mega project will actually benefit Wyndham commuters.

SRL Boss FIFO Expenses Spark Debate

The Suburban Rail Loop (SRL) has again come under fire following revelations that its chief executive, Frankie Carroll, was paid more than $900,000 last financial year — a figure over $200,000 higher than the salary band recommended by the Victorian Independent Remuneration Tribunal.

Reports have also revealed that Carroll, whose family home is in Brisbane, operates as a fly-in, fly-out CEO, fuelling growing criticism of the state’s multi-billion-dollar rail project.

His pay packet eclipses that of both Victorian Premier Jacinta Allan and Prime Minister Anthony Albanese, intensifying scrutiny over how public funds are being spent.

In Melbourne’s fast-growing western suburbs — including Wyndham — many residents and community leaders are now questioning whether the SRL is truly worth the massive investment or if the money could be better spent on long-neglected transport links closer to home.

Could the SRL Revolutionise Melbourne?

The Suburban Rail Loop is the Allan Government’s flagship transport project, designed to connect Melbourne’s outer suburbs without forcing commuters through the CBD.

It includes four major stages: SRL East from Cheltenham to Box Hill, expected to open in 2035; SRL North extending to Melbourne Airport; SRL Airport linking Sunshine to the Airport; and SRL West, which will eventually connect Werribee to Sunshine via the future Sunshine Superhub.

The Superhub is expected to become one of Victoria’s busiest interchange points, linking regional and metropolitan lines and serving as a key gateway for travellers heading to the Airport or the city.

Yet Melbourne already lags behind many highly developed cities, with continuing delays to its long-promised Airport Rail Link highlighting persistent planning and funding hurdles.

While SRL East is progressing, later stages — particularly SRL West — are not expected until the second half of the century.

The Liberal Party remains strongly opposed to the project, arguing it should be paused so funding can be redirected to more immediate transport needs.

As Melbourne’s population pushes toward nine million by 2050, the need for reliable and modern public transport will only intensify.

Around the world, countries such as Singapore, Japan, the United Arab Emirates, France, and the United Kingdom already operate driverless metro systems, while others like China, Saudi Arabia, Germany, and Spain are rapidly automating their networks.

Supporters say SRL is a step toward catching up, but many in the west argue it’s hard to justify when they’re still waiting for the basics.

Are There More Urgent Transport Priorities?

Whether the Suburban Rail Loop should be prioritised ahead of other urgent transport needs remains a key question for Wyndham residents.

The Wyndham Vale Line, which serves much of the city’s booming population, continues to face major issues — still running on V/Line services rather than the promised electrified metropolitan network.

Despite a pre-COVID commitment from the Labor Government to electrify the line, progress has stalled. Tarneit and Wyndham Vale stations are now among the busiest in Victoria outside of Southern Cross, with chronic overcrowding during peak times.

While the new West Tarneit Station is expected to open in 2026 and planning has begun for a Truganina Station, other long-promised stops — including Sayers Road and Black Forest Road — appear indefinitely delayed.

With Wyndham’s population projected to hit 500,000 by 2040, local rail upgrades are becoming urgent.

Many argue that electrification and additional stations should be prioritised before billions are spent on a loop that may not benefit the west for decades.
