Jacinta Allan’s Future Hangs In The Balance

Jacinta Allan and Ben Carroll

In short:

Speculation over Jacinta Allan’s future as Victorian Premier is intensifying, with senior Labor figures meeting tonight ahead of a crucial caucus meeting on Tuesday, 28 July. Any leadership change could have major implications for Labor’s prospects at the 2026 state election, particularly in battleground seats such as Werribee.

Premier's Time May Be Winding Up

Victoria’s political future could become much clearer in the coming days, with tonight’s meeting of senior Labor figures expected to be the first major test of Premier Jacinta Allan’s leadership.

While no formal challenge has been declared, rumours of a leadership spill have reached fever pitch over the past week.

Senior Victorian Labor figures are expected to meet tonight to discuss the embattled leader’s future before Labor MPs gather for a party caucus meeting on Tuesday, 28 July, when Parliament returns. Both meetings will be watched closely for any signs of shifting support.

Deputy Premier and Education Minister Ben Carroll is widely regarded as the most likely successor should Ms Allan lose the confidence of the parliamentary party.

The growing speculation comes despite Mr Carroll publicly dismissing leadership rumours just last month, emphatically denying he was seeking the state’s top job.

Deputy Premier Has Previously Shut Down Claims

During a June 2026 press conference, Mr Carroll turned to face the Premier before declaring:

“I can look you in the eye and I can say that, premier,” as he rejected suggestions he had urged Ms Allan to step aside or was positioning himself as an alternative leader.

He added that he wanted to continue serving under Ms Allan and said, as the father of a young daughter, he was proud to support a “world-class premier”.

Ms Allan has endured a bruising year politically, battling declining opinion polling, mounting criticism over Victoria’s youth crime crisis and growing scrutiny of the State Government’s handling of major infrastructure projects.

Calls for a Royal Commission into alleged corruption linked to Big Build works have become an increasingly difficult political issue.

The Premier has repeatedly refused to commit to such an inquiry, despite sustained pressure from the Opposition and integrity advocates.

Bruising Year For The Premier

The issue carries added political weight because, before becoming Premier in September 2023, Ms Allan spent years overseeing Victoria’s massive infrastructure program as Minister for Transport Infrastructure.

In that role, she was responsible for the portfolio delivering many of the state’s signature Big Build projects, including the Metro Tunnel and Level Crossing Removal Project.

With Labor’s primary vote under pressure, attention is increasingly turning to Melbourne’s outer suburbs, where the next state election could be won or lost.

Seats across Melbourne’s west have traditionally formed Labor’s electoral heartland, but several have become increasingly competitive.

Werribee, in particular, has emerged as one of the state’s key battlegrounds after the 2025 by-election produced a sharp swing against Labor.

While the party retained the seat, the result fuelled concerns that once-safe electorates could no longer be taken for granted.

Change May Influence Voters In Local Seats

Political analysts have repeatedly pointed to cost-of-living pressures, community concerns over crime and frustration with major government projects as issues weighing heavily on voters in Melbourne’s growth areas.

If Labor opts for a leadership change, the decision would extend well beyond Spring Street.

It could represent the party’s attempt to reset its political fortunes before Victorians head to the polls in 2026, particularly in marginal and increasingly volatile seats such as Werribee that could determine whether Labor secures another term in government.

Whether Labor emerges united or takes the first steps towards a leadership spill remains to be seen.

However, with senior party figures meeting tonight and caucus convening on Tuesday, the decisions made over the coming days could shape not only Jacinta Allan’s future, but the party’s chances of retaining government at the 2026 state election.
