Police arrested an 18-year-old man after a vehicle was seen allegedly driving erratically in Tarneit on Tuesday (18 August).
One witness who was walking in the area said that the car came around the corner with a burst tyre going about double the speed limit.
He said that he quickly grabbed his pregnant wife and ran into a nearby residents garage to avoid being hurt.
He also saw a lady with a pram who was lucky to dodge the car.
The driver then lost control and burst a second tyre crashing outside the Tarneit Rise Primary School at about 1.45pm
Police say the driver allegedly attempted to run from the scene and was subsequently arrested.
The Tarneit man allegedly returned a breath test result of .052.
He was charged with careless driving and drink driving and bailed to appear at Werribee Magistrates’ Court on 10 November.
