In short:
Victoria is introducing annual licensing and new standards for employers who hire apprentices and trainees from 1 July 2028. A new Commissioner will regulate employers and have enforcement powers for serious breaches.
Licensing System Coming In
Victoria will introduce a new licensing system for employers who hire apprentices and trainees under changes to the Education and Training Reform Act 2006.
From 1 July 2028, employers with apprentices or trainees will be required to apply for a licence each year.
A new Apprenticeship and Traineeship Commissioner will also be established within Workforce Inspectorate Victoria, taking over regulatory responsibility from the Victorian Registration and Qualifications Authority.
The Commissioner will oversee the licensing system and regulate employers, with new standards to cover areas including workplace inductions, training, support and supervision.
The Commissioner will also have enforcement powers, including the ability to pursue civil and criminal penalties for more serious breaches.
The changes follow the establishment of the Apprenticeships Taskforce in 2023, which was asked to examine protections for apprentices following a series of serious workplace incidents.
The new system will not take effect until 1 July 2028.
Existing support services, including the Apprentice Employee Assistance Program and Apprentice Helpdesk, will continue to provide counselling and workplace advice to apprentices and trainees.
