Point Cook Childcare Abuse Allegations Spark Massive Health Response

Joshua Brown

In short:

Police have charged a Point Cook childcare worker over the alleged abuse of infants, prompting a major health and criminal investigation spanning 20 centres. Authorities are now testing over 1,200 children for possible exposure to STIs after the accused, Joshua Dale Brown, tested positive.

Police tracked 20 centres Brown worked at

A former childcare worker accused of sexually abusing infants at a Point Cook centre has triggered one of Victoria’s most significant police and public health operations in recent history.

Detectives raided the home of 26-year-old Joshua Dale Brown in May, allegedly uncovering a cache of child abuse material. The disturbing discovery set off an intensive effort to identify eight children — some as young as five months — whom Brown is accused of abusing and filming.

The allegations centre on Brown’s time at the Creative Garden Early Learning Centre in Point Cook between April 2022 and January 2023. However, police say Brown worked at 20 childcare centres across Melbourne since 2017, sparking concerns the alleged offending may not have been isolated.

Police and Victoria’s Health Department spent weeks planning how to inform families and prepare the health system for the task of testing more than 1,200 children for sexually transmitted infections, after Brown tested positive himself.

Deputy Commissioner Janet Stevenson confirmed on Tuesday that the investigation was proactive and not the result of a complaint. “We didn’t have a victim for quite some time,” she said. “We had to make sure we had the right victims.”

Brown was arrested and charged in May with 70 offences, including sexual penetration of a child, producing child abuse material, and recklessly contaminating goods. He has no prior criminal record and held a valid Working With Children Check.

Despite the seriousness of the charges, details were suppressed until recently under a court-issued gag order to protect the integrity of the investigation. The suppression was lifted shortly before a joint press conference with police and the state government, during which Brown’s name was made public to avoid suspicion falling on other childcare workers.

Acting Commander Stevenson described the case as “unique” and said it was critical parents knew who Brown was and where he had worked. Police say no other staff are being investigated, nor are they suggesting abuse occurred at all 20 centres.

Brown is recognisable by his ginger-dyed hair and distinctive arm tattoos. He previously lived in Point Cook with a male housemate and a cat and has worked for large childcare providers including G8 Education and Affinity Education.

Victoria Police are now focused on his time at a Papilio Childcare Centre in Essendon, where Brown worked from February until days before his arrest. Detectives were seen at the centre on Tuesday, as families were still absorbing the news.

Multiple parents have reported having an uneasy feeling about Brown. Local parent Shars said, “I remember him at the centre my kids were at 6 years ago. I felt something was off.” Another parent, Tegan, added: “The first time I ever saw him there he gave me the creeps!!”

Families are now flooding a dedicated hotline, with many reporting long wait times for information and guidance.
