Premier Spruiks Plaza PSO Patrols

Jacinta PSOs

In short:

Premier Jacinta Allan promoted PSO patrols at Pacific Werribee on 11 March, saying the shopping centre trial is cutting violent incidents and retail theft. The rollout comes as concerns persist about police shortages in Wyndham, with many residents questioning whether PSOs are a substitute for more frontline officers.

Effective Crime Deterrent or Half-Measure?

The Victorian Government says a new trial placing Protective Services Officers (PSOs) in shopping centres is already reducing crime, but some residents say the move highlights a deeper policing shortage across Melbourne’s west.

Premier Jacinta Allan visited Pacific Werribee on 11 March with Werribee MP John Lister and Tarneit MP Dylan Wight to promote the rollout, saying early results show a significant drop in offending where PSOs are deployed.

“PSOs are now patrolling shopping centres, including here at Pacific Werribee,” the Premier said.

“It’s working.”

“PSOs in shopping centres have seen violent incidents drop by 50%, and retail theft drop by more than 70%.”

“Putting police and PSOs where the problems are, to keep you safe.”

The government says the officers provide a visible deterrent and can assist police with incidents occurring in busy retail areas.

But critics argue the initiative risks becoming a temporary fix rather than a long-term solution to crime concerns across the rapidly growing Wyndham region.

Protective Services Officers have limited powers compared with sworn police officers and are traditionally deployed at train stations rather than performing broader frontline policing duties.

Some residents and community observers say the rollout raises questions about whether Victoria Police has enough officers to meet demand in fast-growing outer suburbs.

Reports have suggested police numbers in the Wyndham area are several dozen below what local stations are meant to have.

While the Allan Government frequently highlights plans to build a new police station in Point Cook, many residents say the bigger concern is ensuring there are enough police officers available to staff stations, patrol streets and respond quickly to emergencies.

For them, the presence of PSOs in shopping centres may provide reassurance — but it also underscores ongoing pressure on Victoria’s frontline policing resources.
