Reinstated: Councillor Jasmine Hill Returns to Council Duties as Decision to Suspend Faces Scrutiny

Jasmine Hill is back

In a surprising turn of events, Councillor Jasmine Hill has resumed duties after a meeting held in December 2023 resulted in her suspension until April 2024. While the reinstatement may be seen as a positive development for Hill, questions are now emerging regarding the original decision by the Councillor Conduct Panel to suspend her in the first place and the motivations behind the accusations.

Just before Christmas, Cr. Hill filed an appeal with VCAT (Victorian Civil and Administrative Tribunal) challenging the decision of the Councillor Conduct Panel, along with an application to stay the suspension during the appeal process. Earlier this month, VCAT considered Hill’s application and deemed it prejudicial for her suspension to continue until the appeal could be heard. Consequently, Cr. Hill has resumed her Council duties until the appeal is addressed in a subsequent VCAT hearing.

Wyndham TV reached out to Cr. Hill, who responded by stating “As an elected representative, I focus on governance, ask important questions, combat corruption, and wholeheartedly represent the community who voted for me. I am grateful to the many residents who have vouched for my character thus far. I have never had a bullying record in my entire life. I have never been nor will ever be a bully. I appreciate the feedback from the officers.”

The controversy stems from a series of allegations raised by Cr. Josh Gilligan in an application dated October 26, 2022, accusing Councillor Hill of unreasonable behaviour towards Council staff, including verbal abuse and yelling. The Councillor Conduct Panel found Hill guilty of serious misconduct, emphasising the negative impact on the health and safety of Council staff and the overall efficiency of local government operations.

In response to the allegations, Councillor Hill defended herself, acknowledging assertive language but denying yelling or screaming at Council staff. The suspension, effective from December 12, 2023, raised concerns about the Council’s ability to function smoothly during this period.

The Wyndham City Council meeting that officially announced the suspension of Councillor Hill over bullying allegations has ignited questions about the original decision-making process. Despite the accusations and the subsequent suspension, the recent reinstatement raises doubts about the validity of the initial allegations and the appropriateness of the suspension.

Deputy Mayor Josh Gilligan, who played a key role in presenting the allegations, was happy with the decision to suspend Cr. Hill being announced during a 5:30 pm meeting. Hill, maintaining her innocence, denounced the panel’s decision as unjust and called for the complete release of the report to the public, challenging the summary provided by the lawyer. The panel found six of the 19 allegations to be true, dismissed five, and had no finding on one, while seven were not heard due to their alleged occurrence more than 12 months before the application.

The controversy surrounding Councillor Jasmine Hill’s reinstatement has prompted questions about the transparency and validity of the original decision to suspend her. The public, it seems, is now seeking clarification on the Council’s actions, the allegations made and the basis for the suspension.
