Wyndham Crime Investigation Unit detectives charged three youths after a theft from a supermarket in Werribee on Thursday 26 March.
Investigators have been told two youths attended a supermarket at the corner of Shaws Road and Tarneit Road about 2.30pm and stole a number of items.
Staff followed the two boys who entered an alleged stolen vehicle which contained two other youths.
The vehicle was stolen from an aggravated burglary in Sunshine North on 25 March.
The vehicle then crossed Tarneit Road and collided with an oncoming vehicle causing all four youths to flee the scene.
Two of the youths were arrested by passers by who held them until police arrived and a third youth was arrested by police a short distance away.
The driver of the other vehicle was uninjured.
All three youths were taken to Werribee Police Station and interviewed.
A 14-year-old Hoppers Crossing boy was charged with thefts and handle stolen goods.
He was bailed to appear at a childrens court at a later date.
A 16-year-old Sunshine West boy was charged with thefts, handle stolen goods and bail offences.
He was remanded to appear at a childrens court morning [sic] .
A 16-year-old Kings Park boy was charged with thefts, handle stolen goods and bail offences.
He was remanded to appear at a childrens court morning [sic].
