Tarneit Townhouses Approved

Townhouses

In short:

Wyndham Council has advised VCAT it supports a 43-townhouse development at 38 Terracotta Avenue, Tarneit. The $11 million project adds medium-density housing to the Tarneit North growth area, pending a final tribunal decision.

Medium Density Dwellings Backed

Wyndham City Council has moved to support a 43-home townhouse development in Tarneit, advising the Victorian Civil and Administrative Tribunal it would have granted a planning permit if an appeal had not already been lodged.

The proposal relates to 38 Terracotta Avenue, a vacant site west of the intersection of Terracotta Avenue and Rubens Street. The surrounding area is largely developed with single homes.

The development includes 43 double-storey townhouses made up of two, three and four-bedroom homes.

Each dwelling has its own garage and private open space. Most homes are accessed via internal driveways, while several face directly onto Terracotta Avenue and Rubens Street with individual vehicle crossovers.

The plans provide 94 car parking spaces, above the required minimum of 51, along with 12 bicycle parking spaces. Landscaping, visitor parking and a shared waste collection point are also included.

The site sits within the Tarneit North Precinct Structure Plan area and is zoned for residential growth. Council officers assessed the amended plans against the relevant rules for townhouse developments and determined they comply with all required standards.

The applicant appealed to VCAT after Council did not make a decision within the required timeframe. After revised plans were submitted in January 2026, officers concluded the proposal meets planning requirements.

The estimated cost of the development is $11 million.

Council has now resolved to notify VCAT that it supports the permit being granted. If accepted, the matter may be finalised without proceeding to a full hearing scheduled for 7 and 8 May 2026.

If approved, the project will add 43 new dwellings to Tarneit’s housing supply.
