Police attended a two-vehicle collision in Hoppers Crossing on Saturday, 9 July.
Emergency services were called to Morris Road and Kingston Boulevard to reports of the crash about 10.50am.
There were no serious injuries.
The driver of one of the vehicles had fled the scene but returned and was apprehended when police located a machete in his possession.
The 17-year-old St Albans man has since been released and is expected to be charged on summons with refusing to accompany police for an evidentiary breath test, fail to remain at the scene of a collision, possess prohibited weapon and a range of traffic offences.
