Alliance Taskforce detectives are investigating after an allegedly stolen vehicle was intercepted in Tarneit on Monday, 24 October.
A black Ford Territory, believed to be stolen, was sighted near Autumn Fields Circular about 9.30am.
Stop sticks were successfully deployed before four people got out of the car and fled the scene on foot.
A 19-year-old Werribee man was dragged out from under a walk bridge after hiding in a park, he was then searched before being taken to the police station for processing.
A 17-year-old girl from Taylors Hill was arrested nearby.
They are assisting police with their enquiries.
